Just equip the item and enjoy!
To spawn the item in use the following...
cheat giveitem "Blueprint'/Game/Mods/SpyGlassMod/PrimalItem_WeaponSpyglass_Child.PrimalItem_WeaponSpyglass_Child'" 1 1 false
