This is Weight for Gameplay purpose, so flying Dinos can not grab you because you are too haevy. This Anchor uses only one slot of your Inventory, so you don't have to carry a bunch of Stone or Metal with you.
Crafting Costs are 1 Element for 1 x 500 Weight-Anchor.
