Adds an item to the game that when consumed unlocks engrams according to a configurable set of parameters.

UnlockAvailableOnly=true
UnlockTek=False
UnlockAll When this is enabled, it will function just like "GiveEngrams" cheat command would.
UnlockAvailableOnly When this is enabled, it will unlock all engrams up to your level.
IF NEITHER OF THESE ABOVE OPTIONS ARE ENABLED, IT WILL ONLY UNLOCK ENGRAMS AVAILABLE TO YOU, SPENDING ONLY THE ENGRAM POINTS YOU HAVE
UnlockTek When this is enabled, Tek Engrams can be unlocked by this process.
