Otium Spaceport is a large well equipped solar player base that provides more than adequate space for numerous sized vehicles. Including a large hanger, on site fuel production, grow area & full medical suite.
The main landing pad is situated slightly higher than the rest of the base so is able to service ships much larger than its size.
As mentioned there is on site fuel production, for placement rotate the asset until you can see the large platform in the rear then place the front down into shallow water (use the white waterline that goes around the perimeter as a guide for depth). You are by no means forced to use this base on water, you can place anywhere and just fill in the fuel area with blocks.
This Ba does have pillars to offer a bit of wiggle room for placement but it is designed to sit low, again use the white waterline as a guide.
