The Taurus is a logistics and staging facility for when you absolutely, positively need to bring every alien on the planet under control. Accept no substitutes. This version is a re-release updated for Alpha 11 and beyond to be more modular and upgradeable than the original, significantly reducing the resource and level requirements.
