About Mesa World

Adds the mesa map type to the drop-down list in map generation. Prevents most objects from being built on sand - exceptions include rails, power, and landmines.
This is unfinished, but functional. Mesa shape and distribution can be improved, and resource spawning should favour mesas. I would like to add a setting to also disable power lines on sand, and several aspects of the code could use tidying.
