Personal tweaks to pYanodon suite.

Currently changes: Landfill cost (recipe buffed from 30 stone/graviel/soil to 5 each). VatBrains Cardriges (Brain cost reduced from 15 to 5 for each tier). Explosives 10x cheaper, Artillery shell recipe result multiplied by 4, complex circuts removed from repair ammo from Rampant Arsenal mod.

Each change can be disabled in mod startup options.
