(Spawnactors part is all supposed to be one line, modio is preventing me from putting the whole string in one line for some reason.)
Configuring Variables
If you would like to change how long it takes till players can vote to end a map, or what percentage of players need to vote, feel free to change the variables.

RTV Modifier is the % of players that has to vote to make the map change. 1 being 100% and .7 being 70%.
RTVEnabledAfter is the number of seconds after the match starts when a player can start a vote to change map.
MinimumPlayers variable prevents votes from being started unless the player count is equal or greater variable.
Votes are started by typing "rtv", "RTV", "!rtv", or "/rtv" in chat.
If a player leaves after voting, their vote will be taken away.
