About Plutonium Refinement

AFTER 1.0 IS RELEASED, THIS MOD WILL NO LONGER BE SUPPORTED, AS THE REASON IT EXISTS WILL BE SOLVED BY BASE GAME FEATURES.
A simple mod to allow for "infinite" recycling of plutonium/nuclear waste back into more plutonium fuel rods.
Currently "Non-fissile plutonium" shares the same texture with non-fissile uranium because I am inept at editing textures, potentially will be fixed in the future.
