Boat movement improvements Beta version.
This enhances the takeoff speed of the Wooden Boat It also improves the basic Speed Sail to give the wooden boat ~3x max speed and similar for the Falcon.
Bug: All of the boats show as Stags on the map. The capping is not working. The tuning is meant for 2 sails on the Wooden and 4 on the Falcon but without that limiter working you can go too fast and bug out.
Tuning: This is an early tuning and I'll look at adjust it here and publish meaningful results in a separate mod as major tuning milestones are hit. I've not touched the Shark.
Goal here is ~70m/s for the Wooden Boat on water and 60m/s in the air with a non Speed Engine. Target for Falcon is ~45m/s on water and air.
