This is the old Escape From Mars Scenario, converted partially by hand. Most of what's missing are random Wires and Pipes from the underground Tank Farm.
You should find some tape, paint, and a chocolate bar near where you spawn, depending on whether or not a mountain spawned there as well. There is also a Crate near the building with limited survival supplies and seeds. There are enough Ingots inside the building to create an Arc Furnace once you strip the walls and repair the broken power lines.
