The XSkills mod adds a quality attribute to various smithed and made items. 

 

This mod makes it so that the Mining Speed of tools is increased by up to 20% of the current value, scaled by the quality attribute on the item. 

So if your tool has a 3.0x Soil multiplier and 10 quality, the multiplier would increase to 3.6x (120% original)

 

Additionally applies to Combat Overhaul melee weapons in the same way. And to throwable items like arrows, spears, etc.
