Nerf overpowered oil drilling locations to make oil drilling fairer for more players.

The problem

In vanilla Eco, you can sometimes get uber-powerful oil drilling locations where the time per barrel is down to only a few seconds, completely crowding out the oil drilling market for other players.
Even if those are rare, it is often the case where a single player can dominate the market because their location is just that bit nearer to 100% than anyone else's and they got there first.

Lower time per barrel means not just that you can extract faster for the same number of pump jacks and get more sales, but also lower costs because you don't need to run a generator for so long.
Pump jacks also double in speed when you pick the Focused Workflow talent, giving a huge advantage to the first players to reach level 3: much more so than other craft professions.

The solution

To help balance the oil market for everyone else and give a fairer selection of oil drilling locations, this mod lets you adjust the minimum and maximum extraction rates, and whether the Focused Workflow talent is applied to pump jacks.
A high oil location is still important but is now less so.

In vanilla, the minimum rate is 1/30 barrels per minute (bpm) and the maximum rate is theoretically infinite. With the perk the minimum rate rises to 1/15 bpm.

With this mod, the minimum rate is 1/10 bpm, the maximum rate is 2 bpm, and the perk is not applied.
This means locations above 91% are now slower than vanilla (+ perk), while those under are faster.

Example:
A level 2 driller with a 95% location vs a level 3 driller with a 99% location is 10x slower in vanilla vs 1.64x slower with this mod.

You can change these settings in "Mods/UserCode/Pump Jack Speed Cap/Settings.cs"

Installation:

Unzip and drop it in the server directory.

Uninstallation:

Go to Mods/UserCode and delete the folder "Pump Jack Speed Cap".
