Universal Modern Hammers + Fast Deconstruction

This mod upgrades every hammer in Eco 13 to use the same advanced building options as the Modern Hammer.

By default, Stone, Iron and Steel Hammers have limited construction modes because each tool uses its own tier. This mod changes all lower-tier hammers to Modern Hammer tier, giving them access to the complete set of building Fill Types. The original files confirm Stone, Iron, Steel and Modern Hammers use tiers 1, 2, 3 and 4 respectively.
