this is the shared foundation the rest of them are built on. It has no menu and no options of its own. Install it, and the mods that need it work.
Something misbehaving ? Turn the logs on. Every one of my mods has a Debug Logs tick box in its own Mod Options, off by default. Turn it on for the mod that is playing up, reproduce the problem, and attach console.txt to your report. That file tells me in ten seconds what a description of the symptoms cannot tell me in ten messages.
console.txt lives in your Zomboid folder - on Windows usually C:\Users\YourName\Zomboid\. On a dedicated server, in the server's own Zomboid folder.
