Throw your hand bags through windows and over fences with a context menu option. You can also throw them anywhere within a 7 tile square around you (thanks to Vrk_L for the suggestion)!
Some fences are not properly detected, if it happens, you can click a tile on the other side of the fence and you'll have options to throw on that tile.
