Small balance fixes for Minou's Viewpoint DayZ RP server. Fixes: (1) Dynamic Gear Rattling master volume capped at 30%. (2) Tactical Grid Inventory clothing pocket grids (shirt, trousers, jackets, underwear) doubled in width and height. (3) Viewpoint Wind Sway wind and Falling Leaves sounds capped at 30% volume (visual sway unchanged). (4) Louisville quarantine cordon: players and vehicles are pushed back inside a configurable play area (Sandbox > MinouServerFixes), with edge warnings and a map outline. Requires Dynamic Gear Rattling, Tactical Grid Inventory and Viewpoint Wind Sway. Built for Project Zomboid Build 42.21.
