Adds an attack tier to the arrows to make them more effective against armor.

Description

In the vanilla game, all arrows have an attack tier of 0, making them mostly useless against armor.

I have implemented attack tier to arrows. The tier of an arrow is a bit higher than the armor made from the same metal.

<pre>On the technical side, I have added a harmony patch to read the tier from the arrow item and add it to the damage source.
