Vehicle Spawner Fix

MUTATOR NAME: VEHICLESPAWNERFIX

Fix "seats to fill" on vehicle spawners by setting it to 0, which should prevent issues where bots spawn infinitely on vehicles for some Checkpoint maps.

You can also use the mutator "VEHICLESPAWNERFIX_TEST" to print some messages in the chat about spawners
