Adjustable Charge Batteries / Jump Drives

Adds a "Stored power" slider to all batteries

Allows you to adjust the power level of any battery by activating creative-tools. Does not affect battery capacity or output. This is simply a tool to allow you to adjust the stored power level for a battery for whatever reason. Slider is not visible as a regular player.

This does not work on Dedicated Servers. I wrote this when I was just learning to write mods. I intended it to work on DS, and based on what I knew at the time, I genuinely thought it would. However, I finally have reliable access to a DS and have discovered it does not work in that environment. I plan to get it working eventually, but it may be some time.
