The Aquila was created to replace the Wyvern as a flagship, allowing the Wyvern to focus solely on carrier and flight ops. As a command ship, the Aquila contains numerous comm systems and observation areas, as well as sections dedicated to fleet ops. There is also a larger number of officer quarters on the Aquila than most ships this size, to house the Fleet Admiral and his staff.

Although dedicated to a command role and smaller than the other two Phoenix Battleships, the Aquila is still a battleship in its own right. It has 44 weapons total, second only to the Kestrel in firepower. 30 Large Containers ensure that the firepower can be kept up for a substantial amount of time, while heavy armor is placed in every direction to guard against incoming fire.
