Engineer Suit Tweaks

Updated definitions for some sounds and character poses
Update: reduced SlowDownFactor for jetpack from 4 to 3
Update: Added footprint entries for male and female engineer.

The engineer's stats have become far too silly in my opinion, so this fixes that :)

This adjusts quite a few of the engineer's stats, speeds, resource usages, and thrust values.
The result, is an engineer in a giant space suit that can't run as fast as an athlete wearing light clothing, that doesn't have to go back to refill energy every 3 minutes, uses o2 a little more to balance out the energy usage, has a slightly less cheaty jetpack thrust dampener, needs a slightly higher air pressure to auto refill your suit's o2 supply, and doesn't move a gazillion miles when you tap a thrust direction in space to get into a large 2.5m cube space.

Just for the default engineers, male and female, not compatible with other default engineer suit mods, and wont affect any character mods.
