MES Outer Independent Planets Consolidation

Outer Independent Planets Consolidation (OIPC) are a NPC faction that appears in space and on planets. They are friendly but due to their past history of being attacked by pirates they are very quick to turn hostile if attacked. Disabling the purple remote control block on the grid (typically on/near the ship bridge) will disable the grinder zapper technology , all doors on large grid ships/stations can be opened by the player so boarding actions are still possible. Ships that actively seek out enemies have threat score minimums.

The OIPC-Asgard-Large-Defense-Station is ~110k PCU and ~24,000 blocks so it may cause performance issues especially on servers. It can be blacklisted from spawning using /MES.Settings.General.NpcSpawnGroupBlacklist.Add.OIPC-Asgard-Large-Defense-Station chat command (same command with "Remove" instead of "Add" will make the spawngroup eligible again)
