About Safe Zone Generator - No Shooting Allowed

This block replaces the standard Safe Zone Generator and prohibits shooting inside of the zone.
The purpose of this mod is to prevent players from sniping npc's or other players from inside the safe zone.
'Allow Shooting' is turned off. And the 'Allow Shooting' checkbox is removed from the UI. If a player tries to turn on 'Allow Shooting' by some other method, the block will be turned off, forcing the player to turn the block back on and wait for the 2 minute cooldown before the zone is active again.
